I've had it ever since I got the laptop last November, it seems to go away whenevr I reinstall Windows but then gradually comes back getting more frequent. When it happens my system slows to a crawl making simple tasks like bringing up a right click menu take several seconds. It's the worst when downloading games on steam or other similar services unless I limit download speed. I've tried turning off superfetch, windows event logging, automatic updates, and all the usual recommendations that people suggest for this.
Turning off windows defender doesn't stop the problem either. I even did a clean boot but it still happens albeit less frequently. There is no one particular service in task manager that's causing the issue. It's always either steam, system, registry, antimalware service executable, microsoft edge, or a few others that I can't recall right now.
